外籍幫傭-追究延誤責任 輸外勞解人手荒


港鐵昨日宣布,原定明年完工的廣深外籍廠工港高鐵香港段工程將延誤9個 月,主要工程要到2016年完工,而通車時間亦要順延一年至2017年。高鐵工程嚴重延誤,不但令建築成本急升,更會阻礙兩地高鐵網絡及經貿的融合,對香 港造成嚴重經濟損失。當局必須徹查延誤原因,如果涉及港鐵失誤更應追究責任。香港《文彙報》社評認爲,高鐵工程延誤也暴露出本港建造業人手荒的問題,既拉 高總體成本,更令各項工程進度大受影響,當局應加快輸入外勞。勞工團體也應以大局爲重,在確保本地員工就業的同時,支持適當輸入外勞。

總成本高達669億元的高鐵工程,不但是連接本港與內地的高鐵網,更是打造兩地生活圈,進一步深化兩地經貿合作的重要載體。預期建成後,乘客毋需轉車便可 由香港乘坐高鐵直達內地多個主要城市。現時內地多條高鐵路段已經相繼完工並投入運作,本港段早年已經因爲一些政黨和人士的阻撓而一拖再拖,現時更要大幅延 誤完工日期,將令本港高鐵段遲遲未能與內地連接,所損失的經濟效益難以估量。

高鐵工程成本高昂,愈遲完工成本愈高。根據協議,高鐵工程由政府出資委託港鐵規劃和興建,意味因爲工程延誤而急增的開支,很可能最終要由公帑承擔。雖然工 程延誤涉及不同原因,例如黑雨損鑽挖機以及地質複雜等,但港鐵既然負責工程的規劃和興建,理應對所有突發事件有充分的考慮和准備,而各種興建過程中的難題 也應早已計算在內,現在出現大幅延誤,港鐵有不可推卸的責外勞仲介任。當局須追查延誤原因,如發現當中存在港鐵的失誤,則應要求港鐵承擔一定比例的損失。

應該看到,高鐵自動工以來一直存在人手不足的問題,在施工的高峰期工程需要約一萬名工人,但由于長期聘請不到足夠人手,目前只有八千多人施工。人手緊張不 但令工程難以應付任何突發事件,更大幅拉高成本,令工程造價不斷攀升。本港目前正進入工程施工的高峰期,多項大型基建正式上馬,大量的建屋工程也在動工, 令建造業工人的需求極爲緊張。儘管建造外籍幫傭業工人的薪金已是一加再加,但工程仍是聘請不到足夠的員工,說明人手荒已經成爲結構性問題。

輸入外勞是一個敏感的問題,特別是勞工團體更會大力反對。然而,本港現時的情況並非是有人無工做,而是有工無人做。勞工市場的過度保護主義不但保障不了工 人的權益,反而會損害香港的整體競爭力以及市民生活。當局應及早加快輸入外勞以應付大量的工程需要,並且向社會宣傳輸入外勞的理據和必要性外籍看護,勞工團體也應以社會利益爲重,實事求是的支持輸入外勞。

感情復合-新生嬰兒取名是個大學問


“一個意蘊深遠、音韻優美的名字,剖腹生產擇日常讓人過目不忘。”就因了這些原因,我家新生兒命名給妙妙取名字的故事可以說花上三天三夜寫上一篇長篇論文也聊不完啊。因爲我老在“研究”這個名字該怎麽取,所以多少也“研究”出一些心得了。不過今天暫且合和術不聊我們家的取名故事,今日只與大家分享分享我覺得取名字應該忌諱的問題。

一忌名字諧音意義差。有時候我們取名的時候可能光顧著考慮名字的深遠意義和文化內涵去了,殊感情復合不 知等到名字被念出來才發現原來它的諧音真的讓人沒法接受。舉個簡單的例子吧:比如說“書顔”本來是頂好的一個名字,“書中自有黃金屋,書中自有顔如玉”, 這樣的寓意也是非常美妙的,可是怎麽就是讀著讀著就覺得別扭呢?書顔輸顔也!那不是說輸了容顔嗎?所以像我這樣的唯心主義者是絕對不會給孩子用這個名字 的。

二忌名字男女沒法辨。這在取名字中也叫做“異化”,這種“異化”就是說女性起了個典型的男名,男性卻起了個典型的女名,在名字上造成性別的混亂。比如明明一女的卻取個“飛龍”而一男的卻取個“舞鳳”一類的名字。好的名字應該是體現性別特點的,男的就是男的,女的就是女的。

三忌名字方言不好叫。雖說現在是提倡並推廣普通話,但是無論走多遠咱還有自己的根。“小少離家老大回,鄉音無改鬓毛衰”,若從異地回到老家見到家鄉人咱說 的一定是家鄉話,所以給孩子取名字就必然也要考慮到TA的名字用方言叫出來是什麽感覺了。比如說有一個“芊”字,原本應是很適合女孩用的。可是我卻不能給 妙妙用,因爲“qian”這個字在我們老家意爲輕浮。此乃女子大忌也!

四忌名字取得太直白。所謂“直白”是指名字的表達式太直接、太簡單化。比如說“天恩”“天賜”這感情挽回樣的名字,認識字的都能看出咱說的這就是上天的恩賜。這和合術樣的名字內容既單一又膚淺,自然就會覺得輕飄飄的沒有分量,一覽無余缺少深度,像一杯白開水沒有味道。

其實取名字真的是個大學問,談到取名忌諱,若真正講究的人應該還有一籮筐好聊吧。不過上面幾項是我特別在意的。當然“仁者見仁,智者見者”,大家權當我胡言亂語好了。

Pearce is the first to admit that his new printer is a work in progress。 So far, the products he and his team have produced are no more intricate than a sprocket。 But that´s because the technology is so rawpowder metal。 "Similar to the incredible churn in innovation witnessed with open-sourcing of the first RepRap plastic 3D printers, I anticipate rapid progress when the maker community gets their hands on it," says Pearce, an associate professor of materials science and engineering/electrical and computer engineering。 "Within a month, somebody will make one that´s better than ours, I guarantee it。"

Using under $1,500 worth of materials, including a small commercial MIG welder and an open-source microcontroller, Pearce´s team built a 3D metal printer than can lay down thin layers of steel to form complex geometric objects。 Commercial metal printers are available, but they cost over half a million dollars。

"I really don´t know if we are mature enough to handle it," he added cautiously, "but I think that with open-source approach, we are within reach of a Star Trek-like, post-scarcity society, in which ´replicators´ can create a vast array of objects on demand, resulting in wealth for everyone at very little cost。 Pretty soon, we´ll be able to make almost anything。"
